Recently two large batches of coolies mumbering

in all 67 men, recruited in and around Wuchow and sent down

the West River to the Colony en route for Swatow to serve under

Chan Kwing-ming who still aspires to authority in the Province,

have been stopped here and sent back to Wuchow at the expense of a gang of some 30 organisers who have been arrested in the

Colony with a view to their deportation,

I have sent a copy of this despatch to His

Majesty's Minister at Peking and to His Majesty's Consul-General

at Canton.
